Who Decides When Echo Canyon Opens? Soon, a Gate Will

At 4925 E. McDonald Dr., the posted hours read "Sunrise to Sunset." The City of Phoenix lists the same hours for Echo Canyon Trailhead and for Cholla Trailhead. For years, though, the sign did not decide when an Arcadia hiker could pull into the Echo Canyon lot. The manual gate did, along with whoever happened to have the key that morning.

That changed this year. According to GOOD|GOAT, the opening time moved from 4:30 a.m. to 5 a.m. Phoenix Parks and Recreation closed the trail for more than two weeks in September to automate the gate, and the City has said that no trailhead in its preserve system opens before 5 a.m. On Camelback, the time the gate opens is moving from a habit to something staff set remotely.

Three Clocks at One Trailhead

Echo Canyon has been running on three clocks at once.

The first is the sign. A September 10, 2026 report from the Parks and Recreation Department to the City Council says a development agreement with the Echo Canyon Home Owners Association requires the trailhead to be open from sunrise to sunset. Parks Director Martin Whitfield wrote in an August email that the Parks Board approved those hours, and that the signs said sunrise to sunset even before the HOA agreement was signed in 2013.

The second is the City's floor. The same Council report says the department "does not intend to open any City trailhead gates before 5:00 a.m." It also says Echo Canyon is consistent with a system-wide standard: no trailhead in the Phoenix Mountain Preserve opens earlier than that.

The third clock belonged to whoever actually opened the gate. In the City's account, early-morning janitorial crews sometimes left the manual gate open, "and even long periods of time," and those openings were not standard procedure. According to GOOD|GOAT, a hiker advocacy site that has an open case on the issue, those openings meant 4:30 a.m. access, and the move to 5 a.m. was an unannounced change in hours.

Whitfield's email, which GOOD|GOAT published, describes what replaced that arrangement:

"Parks staff has been opening the gate at 5am before sunrise on a daily basis. An electronic gate will be installed by the end of September which will allow Parks staff to open and close the gate remotely."

So the City's own director puts the working opening time before sunrise, while the official web pages still say sunrise. Whichever clock you go by, nobody describes 4:30 a.m. as the current opening time.

How the Half Hour Went Away, Date by Date

Put the City's documents next to records GOOD|GOAT obtained from the City, and the sequence lines up like this:

  1. May 13, 2026: Parks staff and a contractor scope new electric gates at the Echo Canyon guard booth, per GOOD|GOAT's records review.
  2. March and May 2026: City staff meet with the Town of Paradise Valley about the gate project, according to the Council report.
  3. May 19: A.P.I. General Contracting issues Estimate 22450 for $96,398.43. The job is titled "Electric Gate at Ranger Bldg."
  4. Early June: Contracted security guards notice the custodial contractor leaving the gate open and tell Parks staff, as Whitfield described it.
  5. June 10: The Park Supervisor for Camelback authorizes the gate project.
  6. July 29: The building permit is issued.
  7. Early August: The opening time changes.
  8. August 26: Speakers at the City Council meeting raise concerns about early-morning access, communication, and consistency at Echo Canyon.
  9. September 2 through 18: Echo Canyon closes completely. Cholla stays open as the way up Camelback.
  10. October 16: GOOD|GOAT reports that the electric gate is still not installed.

The City and GOOD|GOAT describe the September work in slightly different terms. The Council report says "new automatic gates and trail posts." GOOD|GOAT's August notice described automatic gates plus safety-cable repairs along the trail. The bigger open question is the gate itself. As of GOOD|GOAT's October 16 update, the gate Whitfield expected by the end of September had not gone in. The City lists a gatehouse number for Echo Canyon, 602-534-5867, and its trailhead page is where the City posts alerts.

What the Gate Is Built to Do

The estimate shows what the City bought. It covers two heavy-duty swing gate operators for the 22-foot entrance and exit gates, keypad access, and loop sensors cut into the asphalt. It also removes the existing barrier gate and the one-way traffic spikes.

The bigger change is in how the gate gets run. Whitfield wrote that the software would let staff open and close the gate remotely, and close it during extreme heat warnings. Under the City's Trail Heat Safety Program, Echo Canyon and Cholla are both restricted from 8 a.m. to 5 p.m. on any day the National Weather Service issues an Extreme Heat Warning. With remote control, closing the gate for those hours would no longer require someone standing at the booth on McDonald Drive.

Echo Canyon is part of a wider plan. Deputy Parks and Recreation Director Jarod Rogers told the City's Public Safety and Justice Subcommittee that scheduled electronic gates help keep closures in place while freeing rangers to work elsewhere, according to YourValley. The same report describes electronic signs at Camelback and Piestewa that show current and upcoming closures, and around-the-clock cameras at Piestewa and Holbert. GOOD|GOAT reports that Rogers was copied on the Echo Canyon gate purchase starting with the first estimate.

Taken together, the City's own descriptions point toward Camelback hours run through gate software, not through whoever holds the key. The Council report already refers to "the established automated gate opening time."

Cholla Has No Lot Gate to Automate

Cholla shows how differently the two trailheads work. Echo Canyon's access runs through a gated parking lot. Cholla's runs through the streets around it.

Cholla had its own disruption this year too. AZFamily reported that the trailhead was scheduled to close August 17 through 28 while Phoenix Water Services crews installed a sewer line along Cholla Lane. That window is over. Five days after Cholla was scheduled to reopen, Echo Canyon shut down, and Cholla became the only way up the mountain again. Between mid-August and mid-September, each trailhead was closed for part of the stretch while the other picked up the load.

Why the Dawn Window Gets Tighter From Here

The gate matters most in the season that is just starting. The City's Echo Canyon page says winter and spring bring "extremely high visitation." The lot typically fills from late morning through early afternoon on weekdays and stays full all day on weekends. When it fills, the entry gate closes, and police ticket drivers who idle on McDonald Drive or Tatum Boulevard waiting for a space.

That leaves early morning as the dependable time to get a space, and early morning is exactly when the gate controls access. The City's Council report addresses the line of cars directly: "adjusting the opening time typically shifts, rather than eliminates, when queuing occurs." It adds that traffic "is expected to adjust as hikers become accustomed to the established automated gate opening time," and that the project needs no formal traffic study. The line of cars before opening will form around whatever time the gate is set to.

For an Arcadia hiker this winter, here is what to plan around. Echo Canyon's gate opens no earlier than 5 a.m., the posted hours still say sunrise, and the automated gate was not installed as of mid-October. Cholla depends on a few marked roadside spaces. On Extreme Heat Warning days, both trailheads are restricted from 8 a.m. to 5 p.m.

The hours on the trailhead sign and the hours the gate actually keeps turned out to be two different numbers. A home's listed price and what it nets you work the same way.
